Closing of the Refereeing and Technical Delegates Camp in Asunción. It took place within the framework of the South Central U-15 and U-16.
The Referee Training Camp has ended. During the second stage, 11 referee couples and 8 technical delegates participated, adding international experience.
During the second week, Luciano Zabala, Esilo de Mello, Marcelo Moraga and Germán Araujo as Referee Support were in charge of the training.
“The camp was a great opportunity to see the potential and evolution of the referees and delegates of the region. Match by match we noticed the growth, the ability to adapt and the commitment of those who participated,” said Luciano Zabala, COSCABAL technical delegate.

Daily work
The work method adopted was quite intense, with daily meetings lasting more than two hours with video analysis and detailed feedback to each referee and delegate.
In addition, in each match they had a suitable observer who allowed them to closely follow the referee pairs, marking errors and offering immediate corrections.
Zabala explained: “This observation and feedback system allowed for continuous learning and for participants to incorporate improvements from one day to the next.”
Another key aspect highlighted by the delegate is the incorporation of video replay in all matches.
“COSCABAL’s own project armed with our cameras. Today, with the speed the game has reached, referees need this technological assistance to make more accurate and fair decisions. We are convinced that this resource is fundamental for the evolution of refereeing in the region.”
However, he also made reference to the pending debt in several countries, with respect to the fact that the federations still do not give the necessary attention to the level of their referees nor to the training of those in charge of them.
“Although COSCABAL and projects such as the Young Referee and Delegates Project, Referee Support and Women Future have been working intensively, it is essential that national federations assume their role in continuous training”.
“We know that most of them lack the raw material, but it will be essential for countries to put arbitration on their priority agendas by investing in the updating and training of their leaders”.
Finally, Luciano Zabala affirms that the joint effort will guarantee quality referees and delegates who are up to the level of development that handball deserves and thus continue to position COSCABAL at the main table of international refereeing.
