The Refereeing Camp in Asunción, Paraguay is coming up from September 16 to 29. Teodoro Adjemian, Chief Referee of CoSCABal, along with a great team will lead the training aimed at strengthening the referees and referees in the region. During the month of September, the South Center for junior and cadet selections will be held at the Paraguayan Olympic Committee in Asuncion. At the same time, the refereeing camp will be held. Thedy Adjemian specified for whom it is aimed and what is the objective of the arbitration camp.
- “It is a camp for referee referents and for referees. We worked for a long time with the referee chiefs, but now we want to work with younger referee referents who have been proposed by the chiefs.” It is a camp where we are going to be working throughout the competition.” “We are optimistic; it is something totally new and innovative, and we believe it is going to be very positive both for the refereeing growth of the countries and for Coscabal.”
He also commented on the work that has been done in recent years to recruit new referees.
- “It’s quite a complex task. We recruit in different ways; one is in the junior and cadet tournaments, or in the Trophies, where we can see young referees.”“The most important thing we are doing in 2023 and 2024 is to go to the countries, to their competitions and be able to detect them, with our experience, we can also detect other couples.”
Rolando Ferrés, delegate from Uruguay expressed that there is a very good expectation for the camp: “All the referees participating have been proposed by the referee chiefs of their region, the same goes for the technical delegates”. There will be participants from Argentina, Brazil, Chile, Colombia, Ecuador, El Salvador, Paraguay, Peru and Uruguay . After the tournaments we will evaluate the results”.

How is the arbitration compared to previous years?
- “There are countries that are growing and there are others that are stagnating. Not all of them have arbitration on their agenda, and we are trying to raise awareness of how important it is for the development of their competencies.”
“Sometimes the achievements of IHF referees do not reflect the reality of the country. Fortunately, most of them have done quite well and that shows that with hard work, dedication, sacrifice and professionalism you can do it.” T. A.
What are the greatest challenges identified in Latin American arbitration?
- “The challenges facing Latin American refereeing are that the presidents have it on their agenda; that they dedicate part of the budget to it and that they know that not only the national teams and coaches are important, refereeing is also important in order to raise the level of the game in their countries.” T. - “Try to provide more support to refereeing in each country through their federations, just as they support the national teams and coaching staffs. There are exceptions such as Argentina, Brazil, Chile, Paraguay and Uruguay that have been working, but we need everyone to join in”. R. F.
Marcel Mancilla, president of the Confederation of South and Central America, agrees on the importance of the evolution of arbitration. “The sustained increase in competition at the continental level is only possible by having high quality refereeing.”
“It should be noted that there is a group of referees and delegates in each Federation who work with more or less difficulties in their regions and that is where the CoSCABal PRC plays a crucial role in identifying and shaping the development of new referees.”
“Ultimately, only by delivering specific training in activities such as this Camp will CoSCABal succeed in discovering new talent and broadening the continental base of referees and delegates.”
